Several dozen people celebrated the grand opening April 15 of Terracina at Winding Creek, an affordable apartment community in west Roseville that provides “stability, dignity and a new beginning” for a mother and her four children – and hundreds of other residents.
Casey, a resident of Terracina at Winding Creek, shared her appreciation for the greatly needed housing during the two-hour grand opening that included guest speakers and tours of the 284-apartment development.
“It wasn’t just about getting a roof over our heads – it was about getting a second chance,” said Casey. “It gave my children a safe place to sleep, to grow and to just be kids again. And it gave me something just as important: peace of mind and the ability to start rebuilding our lives.”

USA Properties Fund’s Terracina at Winding Creek – located at two sites, 3440 Westbrook Blvd. and 1040 Lower Bank Drive, about a half mile away – offers much-needed affordable housing for lower-income residents like Casey. Rents for the one- to three-bedroom apartments are significantly less than nearby market-rate communities.
“It’s great to meet residents and see how these communities affect their lives,” said speaker Jessica Captanis, Vice President of Originations West for WNC Inc.

A ‘meaningful project for the city’
WNC along with the City of Roseville, J.P. Morgan and Anthem Properties are partners on the $119.2 million development. USA Properties Fund and the partners are helping fill a huge need in the region.
Finding affordable housing is a big challenge for lower-income residents, forcing many to commute to work from outside the region or live in market-rate apartment communities and pay much higher rent, creating an ongoing financial hardship. Placer County – largely the cities of Roseville, Rocklin and Lincoln – needs several thousand more affordable apartments for low-income residents, according to recent reports.

“There are people struggling,” said Roseville Vice Mayor Karen Alvord during the grand opening. “This is a very important, meaningful project for the city. This is more than just housing. It’s also about education and employment opportunities.”
Indeed, businesses also benefit from more affordable apartment communities like Terracina at Winding Creek. The county will add an estimated 70,000 jobs by 2050, and hardworking employees need a place to call home close to work.
Terracina at Winding Creek is the second apartment community for USA Properties Fund in its hometown of Roseville, joining Vintage Square at Westpark, an affordable apartment community for 55-and-older residents, less than 2 miles away.
Another affordable apartment community is under construction about 1.5 miles away from Terracina at Winding Creek. The Crawford should be completed during the next several months.
“Roseville is very near and dear to me,” said Geoff Brown, President of USA Properties Fund. “It’s been very good for our company.”

The company’s three affordable apartment communities in west Roseville are close to new schools, shopping centers, health care providers including Kaiser Permanente and Sutter Health, and dozens of neighborhood parks and recreation areas.
Casey appreciates the amenities and the location of Terracina at Winding Creek – her teens walk to the nearby high school – but affordable and safe housing is most important.
“My children have a place to call home, and that changes everything – their confidence, their sense of security, and their future,” she said.
