USA Properties Fund is close to finishing and has started leasing Terracina at Wildhawk in Sacramento County

The 145-apartment community in the fast-growing Vineyard Area is possible thanks to a public-private partnership that includes the Sacramento Housing and Redevelopment Agency (SHRA), Sacramento County, JPMorgan Chase and WNC Inc.

USA Properties Fund is close to finishing and has started leasing Terracina at Wildhawk, an affordable apartment community that offers much-needed housing for residents with a wide range of income levels in the fast-growing Vineyard area in southeast Sacramento, where the population has almost quadrupled since 2000.

Terracina at Wildhawk – located at 9750 Gerber Road, just east of Bradshaw Road – is the latest, and one of the few, affordable apartment communities in the Vineyard area, about 20 miles from downtown Sacramento and halfway between Elk Grove and Rancho Cordova.

The 145-apartment community allows income-qualified individuals and families – from early-in-their career professionals like teachers to those in retail and even retirees on a fixed income – to live closer to their work and significantly reduce what they spend on rent.

“Affordable housing is one of the most important investments we can make in the future of Sacramento County,” said Sacramento County Supervisor Patrick Kennedy, whose district includes the Vineyard area. “Terracina at Wildhawk will provide 145 families with the stability and opportunity that comes with having an affordable place to live, while strengthening the Vineyard community as it continues to grow.”

The Vineyard area has been adding new homes — tens of thousands more are planned — and shopping centers to accommodate the more than 47,000 people living in the community. The area’s population has increased more than 14% since 2020, double the growth rate of Rancho Cordova, the fastest-growing city in the county over that period.

“The critical shortage and the fast-rising cost of housing in the Sacramento region have caused many residents to look for more affordable neighborhoods like the Vineyard community,” said Geoff Brown, President of USA Properties Fund. “Terracina at Wildhawk is filling a huge need, providing residents with affordable, quality housing in one of the fastest growing and newest communities in the region.”

Public-private partnership works to build much-needed affordable housing

The $67.9 million development is possible thanks to a public-private partnership that includes the Sacramento Housing and Redevelopment Agency (SHRA), Sacramento County, JPMorgan Chase and WNC Inc.

SHRA provided a $9.2 million loan and issued bonds for Terracina at Wildhawk, while the county contributed $1.96 million to offset impact fees for the development.

Terracina at Wildhawk is “another exceptional development that helps meet Sacramento’s critical need for high-quality, affordable housing for hardworking families and individuals,” said Kecia Boulware, Deputy Executive Director of Development for SHRA. “The apartment community gives residents the foundation they need to connect, grow and thrive.”

Affordability is a big challenge for many in Sacramento County, where almost three of every five (56%) renters, regardless of income, are considered cost-burdened, spending at least 30% of their income on housing, according to the U.S. Census Bureau. The problem is much worse for lower-income residents.

Many households are forced to choose between paying a disproportionate share of their income for rent or living farther from their jobs, schools and families.

“We’re honored to help bring this much-needed affordable housing to the Sacramento suburbs and look forward to the positive impact these homes will have on residents and the neighborhood,” said Jessica Captanis, Vice President of Originations for WNC.

Affordable but an amenities-rich community

Terracina at Wildhawk is an affordable option that offers significantly lower rent than nearby market-rate properties, allowing low-income residents to pay off debt and save money – and reduce their financial stress.

To qualify, households must earn 30% to 70% of the area median income for Sacramento County, about $39,400 to $91,980 for a four-person household.

Terracina at Wildhawk’s rents range from $712 for a one-bedroom apartment at the 30% income level to $2,365 for a three-bedroom unit at the 70% income level.

Affordable but also with a long list of amenities that rival many market-rate – and much pricier – properties.

The apartment community includes a clubhouse with a kitchen for get-togethers, a fitness center, swimming pool, a dog park and EV charging stations. Terracina at Wildhawk also features a massive $3.275 million photovoltaic solar system that will help offset electrical use – and lower power bills – for residents.

Apartments feature energy-efficient appliances and light fixtures, ceiling fans and low-flow faucets, showers and toilets.

Terracina at Wildhawk also includes LifeSTEPS, a social-services provider that offers a range of services for residents, from healthy living and financial planning classes to after-school programs for children.

“At J.P. Morgan, we believe strong communities create opportunity — and this development delivers exactly that, with quality homes, essential amenities, and on-site social services that give residents the foundation to build stability and thrive,” said James Vossoughi, Executive Director for J.P. Morgan Community Development Banking. “We’re honored to continue our work with USA Properties Fund, a driving force in affordable housing across California, as we work together to strengthen communities across the Sacramento region for generations to come.”

Fast-paced growth with several hundred more apartments to be completed this year

Terracina at Wildhawk joins a fast-expanding lineup of affordable apartment communities in the Sacramento region by USA Properties Fund. The company has almost 40 apartment communities from Auburn to Woodland, with about 1,500 units completed or under construction in the region during the past two years.

The Roseville-based company has more than 95 apartment communities in California, Nevada and Oregon.

USA Properties Fund completed about 1,300 affordable units in 2025, the most of any California-based developer, according to an Affordable Housing Finance report released in May. Several hundred more apartments, including those at Terracina at Wildhawk, will be completed this year.

“We are committed to developing affordable housing that improves the lives of residents and the communities that we serve,” said Brown of USA Properties Fund. “Terracina at Wildhawk is an excellent example of how our company and partners are working together to help address the housing challenges our communities and state face. Every new home is a new opportunity for a family.”
